hikey, hikey960: Update kernel prebuilts
NOTE: The kernel images have been switched over to those built by
the clang compiler (from GCC, which was used for all previous
kernel images.)
NOTE: Some LTS backports were reverted on 4.9/4.14 because the clang
compiler used in AOSP cannot build them. This has been fixed in clang,
but the clang toolchain binaries are still awaiting a refresh.
