Platforms/Marvell: Add MARVELL_PHY_PROTOCOL
MARVELL_PHY_PROTOCOL describes API between PHY devices and network
controller drivers. It consists of Status (used for periodic link state
check) and Init (called once) functions. This is used on Marvell A70x0
platform in conjunction with MvPhy and Pp2Dxe drivers.
