Platforms/Marvell: Create ParsePcdLib Since PCD tables are byte arrays, it is impossible to provide big values (e.g. memory addresses) for multiple devices in simple PCD entry. In order to overcome this, strings may be used. ParsePcdLib allows parsing PCD string entry.
