mako: wifi: Update NV file for QCT prima 3.2.2.13 driver
Channels 12-14 and 5G channels are marked as passive instead of "disabled"
- mako will do passive scan on these channels and if any AP is beaconing
with 11d country info, it will switch to AP's country code and enable/disable
channels appropriately
- if AP doesn't have country info, mako assumes that AP is on the allowed
channel for that country and will connect to AP
