mako: overlay to config_tether_upstream_types about specific operator

overlay to config_tether_upstream_types for using TYPE_MOBILE_DUN feature.
Some operator(orange fr, vodafone es, oranage es) use different APN
from default mobile APN for tethering and need to activate multiple PDP context
during tethering.
To activate multiple PDP context during tethering, TYPE_MOBILE_DUN(4) attribute
is needed and this patch set does not affect other tethering operation.
