Reduce haptic feedback values a bit

Prior changes reduced the default vibration for soft keyboard presses to
5 ms after vibration was recalibrated. Match the 5ms in LatinIME with
the soft keyboard overlay option here. The options are redundant so
nothing should change here.
Also reduce the feedback a little more for the home and back keys. Some
folks mentioned it rumbled too much which I agree with. Finally, cut
down the long press vibration to avoid shaking so much.
