Revert "Make netmgrd domain enforcing."

People are reporting that the Nexus 5 has trouble reconnecting to a mobile
connection after leaving a wifi network. Toggling airplane mode and/or
rebooting claims to fix the problem.

This bug started occurring around the same time that netmgrd was flipped
into enforcing. To help debug this problem, move netmgr out of enforcing
for now to see if things get better.

This reverts commit 6b44b1cca1d3a25ae93e1a0e98fbf9ecbb9050de.
