angler: thermal: limit cpu and gpu core temperature

Qcom Soc msm810 is a power killer, Soc will be running
in the high temperature environment.day by day, Soc
undergo from low temperature to high temperature again
and again, it will result in  welding spot break. so we
want to limit Soc running in high temperature range.
and modify thermal control policy
