Undo RRO enforment for crosshatch_car

mainline_system.mk sets 'PRODUCT_ENFORCE_RRO_TARGETS := *' and this
breaks crosshatch_car so undo it.
Also fix typo in device-common.mk so it enforces RRO for framework-res
correctly.
