HACK: Disable SetupWizard in trout

SetupWizard is the most obvious repro case for b/239855014 which causes
the screen to go black or mostly black and makes it hard to interact with
the Android UI

Until that issue can be fixed, disable it and boot straight into the
AAOS launcher
