Add GPU related SELinux policy to the trout tree
We are too late in Android 12 QPR3 development to do the right
thing and enable this code via system/sepolicy - instead we need
to rely on trout-specific device policy
This is a short-term hack for trout 1.0 and we will need to revert it
at a later point and apply the correct fix
I specified as many bugs as I was able to confirm and run the
corresponded CTS tests, mentioned in that bugs.
