Sensors 2.0 SubHAL  Reference implementation

Adding sensors HAL reference implementation to be used in Auto Embedded
using IIO driver for the sensors Accel and Gyro

Bug: 144696799
Test: Tested manually using KitchenSink. Unit tests need to be added
