Swtich to VHAL_HEARTBEAT to check VHAL health

- Car watchdog uses special vehicle property, VHAL_HEARTBEAT, to check
VHAL health.
- Default VHAL implementation supports VHAL_HEARTBEAT.
- So, trout which inherits the default VHAL implementation doesn't
has to explicitly connect to car watchdog.

Test: build okay and boot up
