Move audio effects HAL manifest into trout tree

In order to resolve an incompatibility between trout and cuttlefish,
we need to explicitly mark trout as using Audio Effects HAL v6

Do this by moving the manifest chunk into a trout-specific location,
and since we're at this, clean-up how we handle our manifest chunks
as well, by clearly marking ARM vs Intel
