Add EVS configurations for Trout

Test: build and flash with vivid kernel driver enabled, then:
```
adb root

adb shell android.hardware.automotive.evs@1.1-sample &
adb shell android.automotive.evs.manager@1.1 &

adb shell evs_app --test
```
