add vndk_package to aosp_taimen aosp_taimen uses prebuilt vendor.img. Therefore, build system cannot correctly track the dependencies to vndk libs required. Add vndk_package to install all possible vndk libraries. Bug: 67002788 Test: aosp_taimen boots to the UI Change-Id: Ib52a6496cc3f00c7d10788668d841994e91714ba
