fix denials for qtelephony

- qtelephony which related to com.qualcomm.telephony is for atfwd
  service, it is required for VZW lab to do auto test with AT commands
- refer to sunfish-sepolicy settings, ag/9926341

      2.after apply the rules, the avc logs for atfwd are gone
