add vndk_package to aosp_walleye aosp_walleye uses prebuilt vendor.img. Therefore, build system cannot correctly track the dependencies to vndk libs required. Add vndk_package to install all possible vndk libraries. Bug: 67002788 Test: aosp_walleye boots to the UI Change-Id: I4f0983298ae87147572f6308c170663edf9cd171
