Add create and rename permissions for media_data_file

Test: Upgrade from nyc-mr2-release to pi-dev and oc-mr1-release to
pi-dev with L3 offline licenses

move_widevine_data.sh needs to make the L3 subfolder if it doesn't exist
and mv the L3 files from the parent directory to the subfolder. In order
to do this, the media process needs permissions.
