marlin: remove Encode/Decode powerHAL hint from power-helper

These hints are not for EAS and more importantly causing crash in fuzzy
test as raw pointer won't work in binderized environment.

Encoder Hint is used in power_hint_override to boost camera which will
be replaced to specific camera hint in the future.
