thermal: enable thermal engine for evt1.0 devices

Currently thermal engine is disabled on A0 based devices using a
separate config file, thermal_info_config-A0.json.
This change removes that restriction so that thermal engine can
be enabled for EVT1.0 devices using device specific rc file.
