powerhint.json: update GPU node. GPU node was not using the correct level-lock (should be using the hint one). a0 and a1 jsons did not have correct frequencies, correct this. Test: check camera hints work. Change-Id: I79263bcb0fe3f264c021e2838aac3839081b7de7
