allow systemui to toggle display lhbm node
Fix the following selinux violation:
avc: denied { call } for scontext=u:r:platform_app:s0:c512,c768
tcontext=u:r:hal_graphics_composer_default:s0 tclass=binder
permissive=1 app=com.android.systemui
