camera power hint: add mid cap based on current constraint Current mid cpu max clock is constrained by little cpu cap. The cpu cluster clock constraint is going to be significantly reduced, so put the current mid cap to avoid mid cpu regression. Further fine tuning on the cap will be continued later.
