recovery: updater: fwtool: Sync slots after marking boot success

After the boot result is marked as success, update inactive slot with
content from the active slot if version does not match for them.

BUG=b/26666362, b/26193350
TEST=Verified that fwtool updates inactive slot with active slot
firmware if they are different. If they are same, no additional action
is taken.
