dragon: update Bluetooth firmware to BCM4354_003.001.012.0369.0762.hcd
This fixes an issue where channel map updates were delayed when BT was
enabled after WiFi.
TEST: 1 - paired the Bluetooth keyboard and verified that it still works
2 - streamed audio from YouTube with BT headphones
3 - transferred files from a phone to Ryu and back
