dragon: wifi: update boardflags3 in cal file
Update boardflags3 value to help with BT-WiFi coex.

TEST=monitor the keyboard RSSI using wiced smart find me app. Verify
that the RSSI level stays the same when connected to a 2.4 Ghz AP with
wifi power save enabled ("wlutil PM 2") & disabled ("wlutil PM 0").
