TARGET_FS_CONFIG_GEN: switch from android_filesystem_config.h

Use TARGET_FS_CONFIG_GEN and switch from using android_filesystem_config.h.

Test: Ensure that fs_config_files and dirs did not change between old build
and new build using config.fs file:
