dragon: wifi: updated btc_param3 in cal file A small fraction of BT packets had their preamble attenutated by 3 to 10 dBm due to the antenna not switching over in time. Fix this by making btc_params 3 smaller. BUG=26208864 TEST=run "wlutil btc_params 3" command and verify that it reads back a value of 0x4b.
