Delay constructing the kernel command line. This stores the kernel command line inputs rather than the kernel command line in the config object. That sets up the config object for use in multiple VMs. Test: Build and run locally Bug: 145247175 Change-Id: I2fd767e2c1e7ccd21c1531fb16834c37b858a882
