Remove older fstab and partitioning schemes Make dynamic partitions mandatory. This allows us to remove fstab via DT and other features deprecated by the platform. The only modality is now composite on/off. Test: Build and run Bug: 140313636 Change-Id: Id87c94e9b52a5734696a4cd8e24cd6db5e751614
