Use sched_setscheduler instead of scheduling policy service Bug: 37291237 Test: No error message from hubconnection about getting sched_fifo. Test: systrace collected to show HubConnection thread is running in sched_fifo priority. Change-Id: I7ffd35d93605e76681b3ba5cc9896a45c6040683
