Revert "Set BUILD_BROKEN_TREBLE_SYSPROP_NEVERALLOW"

This reverts commit 45bc7888e38dfe839d4c97113054366f7da8f445.

Reason for revert: Original CL was a workaround and doesn't need after
aosp/1143969 is merged
