thermal: Add camera-critical tz

- Add camera-critical tz for 4K 60fps recording correlation.
- There is 1C transient state after stop recording so critical
threshold was set as 44C(47C - 2 correlation offset - 1C transient)
- Follow legacy 1.9C hysteresis
