Overlay longPressOnHomeBehavior to Launch all apps

frameworks/base/core/res/res/values-large/config.xml sets
the longPressOnHomeBehavior to zero. As a result, when
the ActivityManager switched the config to large, the value
was set to zero. This value should be one for Android TV.
