Remove legacy VNDK.

This is using the legacy version of the VNDK which can lead to
build consistency errors. It is better to not have it until
BOARD_VNDK_VERSION := current can be turned on this device.

Test: multiproduct_kati - generic devices either
   have BOARD_VNDK_VERSION or !PRODUCT_TREBLE_LINKER_NAMESPACES
Test: google emulator arm64 (one target that gets the change applied)
    boot complete
