Allow BOARD_BUILD_SYSTEM_ROOT_IMAGE override by command line flag. This allows users to optionally include ramdisk in their GKI build until they have swapped to using the init-boot partition. Bug: 224481030 Change-Id: I6fb6a474763261f0963ea6358717cefb645d8690
