Make the generic armv8 config pretend it has a 2nd arch. Needed to fix the current build breakage: - Compiling libart-compiler with arm64 support only doesn't work after bp move - There's a discrepancy between the libart-compiler rule (defined in .bp file) and executables (defined in .mk files) about which codegens are enabled.
