Enabled flag to optimize performance on nakasi. We are now using fake shadows and hardware layers. The wallpaper is now shown again, since the performance allows it. Bug: 17455301 Change-Id: Ieb91dce5e0c4db0fb37c1cf0fb5b6c0047631781
