Add 2nd arch arm config It allows building additional arm targets for main x86 target. ndk_translation, when used instead of libhoudini, uses it to build up-to-date arm libraries and arm tests. Test: build arm library with TAR Change-Id: Iadb3189cb5ffefed9bcb41735a7e9d73b8ab8447
