aconfigd: add list flag storage functionality. aconfigd is able to handle listing all flags in a package/container/os. This is needed for both debugging and aflags integration. Bug: 312444587 Test: atest aconfigd_test Change-Id: I2a19e8b159282d7d804119e571cd99dd3e940e18
