nt38350: Enter Deep sleep mode when touch is disabled in framework

When we disable touch events in android framework, we send a command to touch ic to enter deep sleep mode. It avoids the interrupt produced by touch ic and improves the power consumption.

Created a proc entry so that android framework can communicate with the touch driver in the kernel.
