Add error when Compose Compiler Gradle plugin not applied

This change adds an error during configuration when (1) the
Compose Compiler Gradle plugin is not applied, (2) compose is
enabled, and (3) the Kotlin version is 2.0+.

For sync, the error is delayed (to not interrupt the model
building) to only show up in the IDE post-sync.

tools/base

This project contains:

  • Common libraries that are shared between any of the IDE (Android Studio), the build system (The Android Gradle Plugin) and SDK components that will be released from studio-main (e.g. the standalone SDK manager). This includes:
    • Instant-run-libraries
    • SDK management libraries
    • The manifest merger
    • Common libraries
    • Common test utilites
  • The build system
  • The new profiler
