Fix windows prebuilts - the libraries need to be linked againts the correct C library to be compatible with LLDBFrontend - the exception_handler library has some dependencies. Build those as well. - build symupload binary. Windows debug info needs to be uploaded with windows symupload. Change-Id: Iafe7b78f9dfa0fb1b44298063d6044e8c771a30a
