DO NOT MERGE Update Android ICU data from 2022f to 2022g. [P]

This change is associated with tzdb 2022g changes in system/timezone.

This CL slightly differs from its aosp/master counterpart: root.txt
is not updated here as it is not included in tzdata module nor
affects files of it. root.txt is not updated due to changes in CLDR
CL, see corresponding change.
