brillo: Remove icu.dat file from the Brillo image. icu.dat is a 22 MB internationalization data file not used by Brillo. Since Brillo runs in a resource constrained environment, remove this file for Brillo images. BUG=25792311 TEST=manual test Change-Id: I179d65c8667aa36b735f19abcbdf23920d016d87
