fix incremental OTA bootloader upgrade for crespo4g When building an incremental package, if the source and target bootloaders differ, we should install the *target* bootloader, not reinstall the source... Bug: 5243164 Change-Id: I241b025ae1ecfa149663638ee0a70de95c5c1f96
