Do not include the Runtime APEX on marlin nor sailfish (for now). The APEX package is too large to fit on the system partition on marlin and sailfish: do not include it on these devices for now. We should be able to include the Runtime APEX on these devices when the Android Runtime is no longer directly included in /system.
