Add Input Device Configuration for rotary input. This file adjusts InputReader's response to rotary input. The rotary input driver is added to the qemu kernel in http://r.android.com/321420 Rotary input events are added to the emulator in http://r.android.com/312364 Bug: 33292948 Change-Id: I8d311dcd3ccaa06283e5ac51c70f7ea12ce9ca50
